So basically it was a false alarm!
Background to story: on January 29, 2001 I filed a Freedom of Information Act (FOIA) Request with the Food and Drug Administration (FDA) for any and all information relating to correspondence from, or requests/applications for approval, of "hair multiplication", "hair cloning", or "in-vitro culturing of cells from the human hair follicle", from any source, and any correspondence from, or applications for approval of any procedure, device, or product, by Dr. Coen Gho, Dr. Walter Unger, Dr. Jerry Cooley, Dr. James Vogel, Dr. Colin Jahoda, Dr. Amanda Reynolds.
First the application was sent internally in the FDA to the different FDA offices specializing in medical devices and products, pharmaceuticals, biologicals, product safety, etc.
Today I spoke with an FDA official, a lead consumer safety officer from the office of regulatory policy, division of information disclosure policy, who was in charge of answering my request. She informed me that the FOIA law regulations in the Code of Federal Regulations leave policies for treating pending applications ("pre-approval communications") up to the FDA Commissioner. The present Commissioner's policy is that the agency will "neither confirm nor deny" pre-approval communications regarding pending applications. That means that if there is correspondence or applications from any of the above people, or about any of the above subjects, the FDA won't confirm or deny it, pursuant to its application of the FOI law.
The woman from the FDA was very friendly and accomodating, she didn't try to bureaucratically sidestep or dismiss my request and interest in the subject. She let me add "BioAmide" to the list today, but unfortunately unless BioAmide already has something approved, there is no way pre-approval information can be accessed by the public using the FOI law.
I'm sorry for coming up dry on this... I wish I had something to report. Sorry for disappointing everyone.
