The head plays a greater part in temperature exchange than most, if not all, other parts of the body.
Therefore, the exposure of the head to factors affecting temperature regulation are most important--to say nothing of the fact that the top of the head is--even more so than the shoulders--the part of the body most exposed to the sun's radiation.
