ANY non-TE procedure (including all versions of CT, all topicals, and all internal drugs, no matter how advanced) that claims it will be able to recreate a clear, distinct hairline on a slick-bald Norwood 8 person, without use of some HT, just ain't gonna work.
I totally agree with Dr. Bazan when he says (in general), "follicles don't die", but that can be read in a number of ways. Follicles are organs, not organisms. All the cells of a follicle certainly CAN die, if and when a follicle becomes 100% fibrotic. A follicle can become 80% fibrotic and therefore 80% dead, and thus become useless and not revivable.
On a slick-bald person (or most people with advanced frontal baldness in which the hairline has pretty much disappeared), the only way you'll get a clear-cut, "perfect" hairline, is to either employ Tissue Engineering (lab-grown follicles implanted in place to recreate the hairline), or conventional hair transplantation along the hairline.
Instead of asking the learned doctors, surgeons, biochemists and histologists the layman's question, "Do follicles die or do they remain alive?", which is a question that suggests its own answer and cannot be answered such that it gives a truly informative response, I would beseech anyone talking to learned MDs and Ph.D.'s, to discuss the first three paragraphs of this post with them, make sure they understand it, and ask them to give a considered, well-thought out opinion!
