There's no problem with leaving it on...here's what Dr Goh said about how to use it:

"We are recommending that it be used at least twice daily, and to leave it on for 45 min. The instructions recommend that it be washed off but wiping it off with wet tissue/cloth would do. You can leave it on overnight or for the whole day, no itchiness or other side effects have been documented.

You are discouraged against using it with other topicals cos we don't know if they may undermine the effect of BiolynTM. But applying BiolynTM is not likely to interfere with the consumption of other hair treatment drugs.

Just remember that, like moisturising hand lotion, the more often it is used, the sooner you'll see the results. Even if you can't leave it for long, regular and brief applications would help too..."

So from everything I've heard/read...it's to be left on for at least 45 mins..and longer is fine.
